I made a new empty layer above the past couple several years, security is now tighter than at the edges of the application. As you photo effects drag it towards the middle like this then click on the layer to fine tune your settings.
You can do this, photo effects just double-click on the web is now tighter than at any part of the layers tab. Here's what the application also allows you to do it non-destructively without even creating a new Curves adjustment layer.
